PRESIDENT’S LETTER
Howdy TSPS
Members,
Well, my term as president is drawing near, and I have to say it has
been a pleasure serving you all over the last year. Although I didn’t get
to every chapter this year, I enjoyed every second of presenting and
meeting with those that I did.
TSPS and the survey profession are in a great position for the future
after the successes we had in the Texas Legislature and the proposed
pending rule changes, which Lance Kinney, Executive Director for the
Texas Board of Professional Engineers and Land Surveyors (TBPELS
or PELS), eloquently discusses in his write-up herein. The proposed

rules should be posted in the Texas Register hopefully towards the
first part of October.
Through the help of Seneca Holland, Desiree Hurst, and others, we
were able to obtain approval of additional Texas Education Agency
(TEA) Education Service Center (ESC) regions across the state to
offer the Geospatial Engineering and Land Surveying Regional
Program Pathway of Study to ensure similar programs, like the Klein
ISD program, can be offered across the state. Although this takes a
vested interest from stakeholder companies, TSPS local chapters, and
ISDs in those areas to offer this program in the local CTEs.
The TSPS 74th Annual Convention & Tech Expo is right around the
corner at the beautiful Hyatt Hill Country Resort in San Antonio, Texas
on October 8–11, 2025, and the Officers and Board of Directors all
look forward to seeing you there for this great annual event.
Again, words cannot replace the humbleness it gives me to have
served you all over the last year as your president, and I believe you
all will be in good hands going forward with Miguel Escobar taking the

reins next year and Michael Hoover following him. I have agreed to
continue representing TSPS as Governmental Affairs Committee
Chairman through Mr. Hoover’s term as president and the 90th
Legislative Session in 2027, as the Board of Directors brings on a new
legislative lobbyist and legal counsel to fill the shoes of the late Mark
Hanna, who served this organization for well over 30 years.
