PRESIDENT’S LETTER
SB 681 (Hughes) / HB 2827 (Paul, et
al) - (2 YEAR LICENSE AND FIRM RENEWAL):
SB 681 was put on our radar as soon as it
was 昀椀led as the original version only applied to engineering professional license
renewals, changing it from every year to
a two-year renewal period. A committee
substitute was offered up to add engineering 昀椀rm renewals to the bill and this
version has since passed the Senate on
the local and uncontested calendar on
April 10, 2025. We spoke with Senator
Hughes staff regarding SB 681 and advocated to have this bill also address surveyor renewals to give consistency within
the Texas Board of Professional Engineers
and Land Surveyors (“TBPELS”) since
both engineers and surveyors are regulated by TBPELS. Senator Hughes staff
requested this bill continue as is on the
Local and Uncontested Calendar of the
Senate and address this change as a committee substitute in the House. We also
met with Representative Paul’s staff, and
they did offer up a committee substitute
adding land surveyor license renewals to
HB 2827. The 昀椀rm renewals did not need
to be addressed as the act on the survey
昀椀rm side does not specify the renewal
timing and give the board the discretion
to enact rules to address the renewal timing. We are watching both of these bills as
they work through the legislative process.
Although there are several bills being
watched by TSPS the session has gone
relatively smooth so far with respect to
our advocated bills and look forward to
the 昀椀nish line on Sine Die on June 2,
2025.
