DEAR TSPS
MEMBERSHIP
ell spring has 昀椀nally sprung
in Texas. I hope everyone is
enjoying the weather, but I
know several of us don’t enjoy the pollen and mold that comes along
with nature breaking out of winter. The
Bluebonnets are in full bloom and the
Texas roads and pastures are lined with
gorgeous greens, reds, yellows, blues,
and oranges. As most of our members
know, the 昀椀rst quarter of this year has
been strictly concentrated on the Texas
Legislature and the TSPS priority bills
which are outlined below:

PRIMARY LEGISLATIVE BILLS:
SB 1259 (Nichols) / HB 2204 (Bumgarner) - (S.I.T. DECOUPLING BILLS):
On March 25, 2025, a public hearing was
held in the Senate Business and Commerce Committee. President-Elect Miguel
Escobar and I testi昀椀ed on behalf of TSPS
in favor of SB 1259 along with Willace
Johnson, RPLS of Tyler and Demetri Andreadis, a future S.I.T. applicant. SB 1259
was reported favorably from committee
and has since passed and been engrossed
in the Senate on April 10, 2025, on the

Local and Uncontested calendar. SB 1259
will go through the same process in the
house. Given that the house companion to SB 1259 (HB 2204) was heard in
the House Licensing and Administrative
Procedures Committee on April 8, 2025,
and reported favorably. We anticipate SB
1259 should 昀氀y through the House; 昀椀ngers crossed.
SB 687 (Hughes) / HB 2203 (Bumgarner) - (LIMITED LIABILITY BILL):
On February 24, 2025, the 昀椀rst public
hearing in the was held in the Senate
State Affairs Committee. Governmental
Affairs Chairman, Nick Vann and I testi昀椀ed on behalf of TSPS in favor of SB 687
which reported favorably from the committee and has since passed and been engrossed in the Senate on April 10, 2025,
on the Local and Uncontested calendar.
This bill will go through the same process
to pass the house. Given the House companion to SB 687 (HB 2203) was heard
and reported favorably from the House
Judiciary & Civil Jurisprudence Committee on April 9, 2025. We anticipate SB
687 to also 昀氀y through the House.
